Yes, unless you fall under the exemptions listed in the Air Pollution Control Board’s Ordinance Section 4-56(c)(11) and (12).

Do I need an asbestos permit?

Residential: The demolition of a single family dwelling does not require an asbestos permit unless it has previously been used or is currently used for commercial purposes.

Commercial: Yes. The Air Pollution Control Bureau issues permits for the following projects:

Demolition with or without regulated asbestos;
Renovation with regulated asbestos removal; or
Asbestos removal only
